Prospects for US-EU relations under the Trump Administration

In the ‘Visions of Europe’ series, Antony Gardner, former US Ambassador to the EU, will address the changing relation between the US and the EU in a lecture titled ‘Prospects for US-EU relations under the Trump Administration’. Ten months into the Trump administration, it is possible to start drawing some conclusions about the likely impact of the administration on the relationship between the United States and the European Union.
While it remains unlikely that this administration will commit any grave “sins of commission” to undermine the EU – as appeared possible during the early months – it is possible that it will commit “sins of omission” by simply underappreciating the role that the EU plays as a key partner of the US on a range of regional and global issues. Furthermore, the world views espoused by the Trump Administration are diametrically opposed to those of the EU and most of its member states. This is most clearly evidenced by the administration's disdain for the multilateral rules-based order, especially the World Trade Organisation; its disdain for "soft power" and foreign aid; its abandonment of human rights, anti-corruption and good governance around the world; and its embrace of protectionism. The administration's withdrawal from free trade and threatened withdrawal from the Paris climate change accords and Iran nuclear agreement have presented some opportunities for the EU to accelerate its own bilateral free trade deals and assume greater global leadership, the EU will struggle to cope with the fallout of the Trump administration. It needs to focus, as best it can, on limiting the downside while seeking to build on the areas where cooperation is still possible.
About the speaker
Anthony Gardner is a former American ambassador to the European Union. He was nominated by President Obama in February 2014 and served until January 2017. He played a pivotal role in some of the most challenging issues in the U.S.-EU relationship, including the negotiations to conclude a Transatlantic Trade and Investment Partnership Agreement, the Privacy Shield Agreement facilitating the transatlantic transfer of personal data by companies based in Europe and the Umbrella Agreement facilitating the transatlantic transfer of data between law enforcement authorities. Gardner is currently senior counsel at Sidley Consultancy in London.
